followed by the International Parental Kidnapping Act of 1993
and the International Child Abduction Remedies Act,
Chapter 42 UNITED STATES CODE 42 U.S.C. § 11601.

The Law on International Child Abduction
The Hague Convention on the Civil Aspects of Internationally Abducted Children makes it adamantly clear the Convention's objective and purpose are simply to direct foreign courts to recognize appropriate jurisdiction [under the laws of the State] of where the child '[was]' living before she was wrongfully removed or retained… and then to return the child [expeditiously] home where any issues concerning her custody are to be appropriately made, pursuant to ARTICLES 1, 3, 11,12, 14 and the Preamble of the Convention. The most important elements to ensure success of any Treaty or Uniform Law, lies first in the loyalty to its objectives; followed second to being vigilant to maintain its consistency.
